Why they are a saint

Saint Evangelicus, a follower of the holy Apostle Andrew (November 30), is the first known bishop of the diocese of Tomis (Constanța, pronounced: Constantsa) in Dacia Pontica (Lesser Scythia, or Dobrogea). The Orthodox Church commemorates Evangelicus on July 7.

Patronage / why chosen as patron

Orthodox Christians usually take Evangelicus as a patron when they bear the name Evangelicus at baptism, or were born or baptized near the feast on July 7. As a martyr, he is also asked for courage and faithfulness under trial.
